Areas are limited to races, meaning Espadas/Hollows are the only one's can see the Hueco Mundo area; and Shinigami are the only ones who can view the Soul Society area. To travel from one dimension to another, you use the Dark void (Arrancar) and Dangai precipice world (Shinigami), then contact an Administrator to give you permission to view the area you are traveling to.
That applies to character applications and weapons/powers.
